In a recent high-level Cabinet meeting, Gen Museveni issued a dramatic directive to Finance Minister Matia Kasaija: urgently find Shs30 billion. This sum, he insisted, must go to Dr. Chris Baryomunsi’s Ministry of Information and National Guidance. Its purpose?
