Case Observations:-Defacing Campaign Posters Could send you to jail.
According to the Legal Penalties in Uganda The defacement of campaign materials is a criminal offence under Section 168 of the Local Government Act and Electoral Commission guidelines. Both laws stipulate that anyone who destroys, mutilates, defaces, or removes a legally displayed notice or document without lawful excuse faces up to six months in jail or a fine of five currency points (Shs 100,000), or both.
Maliciously defacing or removing a candidate’s campaign poster carries a stiffer penalty, up to one year in jail or the same fine, or both.
With These examples in question to explain a point In Uganda it’s not the first time A Presidential candidates Posters are defaced and the suspects getting charged/sentenced later sent to serve in Prison.
Oyam District
Police is holding two individuals for allegedly defacing campaign posters belonging to President Yoweri Museveni in Teduka Cell, Eastern Ward, Oyam Town Council.
The suspects, identified as Kenneth Onyang and Innocent Odyek, were arrested on Sunday evening by the area LC1 Chairperson, Sam Owili, after they were found removing Museveni’s posters from the walls in the trading centre.
Another suspect, only identified as Sam, fled the scene, and police say efforts are underway to have him arrested. The duo were subsequently handed over to Oyam Central Police Station.
Patrick Jimmy Okema, the North Kyoga Regional Police Spokesperson, confirmed the arrests, noting that the suspects are in custody as investigations continue.
This is the second such incident reported in the same area. On September 26, 2025, another resident, Amos Owiny, was accused of defacing the President’s campaign posters. Police say he is still on the run.
Francis Behangana, the Deputy Resident District Commissioner of Oyam, cautioned the public against engaging in acts that violate electoral laws, saying anyone caught tampering with campaign materials will face prosecution.
“These materials represent the voice of candidates and the rights of voters to access information. Regardless of a candidate’s level, anyone found tampering with campaign posters will face prosecution under the law,” Behangana warned.
Tony Ocen, an LCIII chairperson aspirant for Oyam Town Council, also appealed for political tolerance as campaigns intensify across the country.
IN BUSIA DISTRICT
With the kick off of Presidential Camapaigns in September This year[2025] Mr.Mustafar Manirabuka a 33 year old man from Busia district was charged with defacing Presidents Museveni's posters on the 22rd September-2025 after pleading guilty of the crime although he challenged the number of Posters, The Busia Resident State Attorney Julius Danix Tuhairwe alleged he had defaced before Busia chief Magistrate Thomas Okoth.
Mustafa’s reason for defacing President’s Poster was “Campaigning for the President for years without any recognition or reward” .
In Jinja City-2020
Police in Jinja City arrested two adult males for defacing NRM Candidates' Posters who had removed and burnt these Posters, these included Posters of President Museveni.Police was able know this after scrutinizing CCTV Camera footages from different places within the city.
IN 2015 Then Arua Municipality
The Then Arua Chief Magistrate Jesse Byaruhanga released on bond seven suspects accused of defacing presidential candidate Yoweri Museveni's campaign posters. They were are Ramadan Swalleh, Abdullai Sauda, Boniface Afeku, Calvin Ojaku, Swallik Adumi and Twaha Anyoli Ibrahim.
Details of there case were that, on November 23rd, the suspects defaced Museveni's campaign posters in Arua town and replaced them with those of his rival independent presidential candidate John Patrick Amama Mbabazi.
They were picked up by a team of Police Officers led by the then Arua District Police Commander Jonathan Musinguzi Now Regional Police Commander, EAST Kampala Metropolitan-As Senior superintendent of police[SSP].
The suspects had been accused of defacing Museveni's campaign posters and were released on anon cash bond of Shillings 100,000 each. Their sureties executed anon cash bond of Shillings 1,000,000 each.
Therefore as a citizen having looked through all these case files play safe by keeping off these Posters during this general elections and report any crime of defacing to Police.
